The Jewish institution recognised by international law as the legitimate representative of the Jewish people in all matters pertaining to the establishment of a national home. This legitimacy was established by the Mandate for Palestine that the League of Nations approved in July 1922. The Agency included representatives of Jewish bodies that favoured the national-home idea even if they did not belong to the Zionist movement. Over time, the two streams became identical and the Jewish Agency became the executive arm of the World Zionist Organisation.
